The one thing you should be able to do is shorten it by setting a new start and a new end. It sounds like you got the new start — I create a new end by dragging the end marker little gray triangle below the play line into position. I went back in to Picasa and pulled the video up.

I removed the beginning and ending markers. I reset them and tried again when I played it.. No matter how I set the end marker it will not stop there.

I then clicked on the create new end point button and drug the gray marker to where I wanted it to stop. The area between beginning and end are now green. Each end is marked by the gray marker. I then clicked on the green start arrow and the black marker moves from the arranged start point as the video plays and keeps going right thru the created end mark to the original end.
